The 12 council Identity Pages explained
Every Local Authority in the North East now has a live, public-facing Identity Page — rank, 3-year trajectory, goals to unlock, peer cohort. Here's what each section means and how to read it.
Each of the 12 North East Local Authorities now has a public Identity Page on Infralytics-GIIS. The format is deliberately the same across every council so that comparison is direct and the narrative is consistent. This post walks through each section.
1 · The Band badge
At the top of every page you'll see one of four tier badges:
- Leader · FDDI ≥ 0.90
- Mature · 0.70 – 0.90
- Developing · 0.40 – 0.70
- Critical Gap · < 0.40
These thresholds come from the v2.0 Tier Threshold Register and apply uniformly across the platform — they are not bespoke for an individual authority.
2 · The Rank line
"Ranked #4 of 12 on Full Fibre" tells you precisely where the authority sits among its 12 regional peers on the headline FDDI metric. This is the single number councillors most often want for board reports.
3 · The 3-Year Trajectory
The sparkline shows three Ofcom vintages (July 2024 → July 2025 → May 2026). The orange ↗ figure top-right is the percentage-point change over the full window. A persistent rise means rollout momentum is sustained; a flat third point usually means civils have stalled.
4 · The Investment Story
The dark callout card auto-generates a one-line narrative for board-ready use. It's wired to the trajectory delta — so it changes automatically with each new Ofcom vintage. No analyst keystroke required.
5 · Goals to unlock
The Quest cards are derived from the live metric state:
- If FDDI < 0.40 → Cross the 40% Full Fibre threshold.
- If 0.40 ≤ FDDI < 0.70 → Push Full Fibre into Mature territory.
- If 0.70 ≤ FDDI < 0.90 → Reach Leader status.
- If Gigabit < 85% → Reach 85% Gigabit availability.
- If MSQI < 90% → All-4-operator 4G outdoor ≥ 90%.
Each card shows progress against the next threshold. This is intentionally gamified — councils consistently respond better to a clearly marked next milestone than to an open-ended scorecard.
6 · Peer cohort
The five cards at the bottom show the strongest regional peers by FDDI. Each links to that peer's Identity Page, so you can shadow another council's build progression with a single click.
What's not on the Identity Page
By design, technical objects (graph view, postcode-level Cytoscape, raw indices like SAR_log, DDCI) live under Analyst Mode at /analyst/*. Standard Mode prioritises decision-grade summary, not raw data exposure.
